Great work! Puts the halo universe into a new perspective. I like the report/proposal format of the piece, as well as the ideas. Go to watch your grammar though.
You may want to talk about these 'theories' in the forums both here and at halopedia.

I liked the idea behind this fic. That kind of universe-expanding look at Halo can be a lot of fun. I don't think you fully pulled it off, unfortunately. Some of your suggestions are kind of obvious, while there are some other mistakes and other bits that just don't make a whole lot of sense. My biggest criticism is your idea of replacing point defense autocannons (which would likely be at least 20mm, not .50 cal) with Spartan lasers or Guass cannons, when the theory behind point defense weapons isn't so much accuracy as overwhelming fire.

Overall, though, this was a pretty interesting idea. Just needed some work.
